Who Governs a Synthetic World?
Move rule-making power between a platform, local groups, and their participants, then compare the consequences.
Imagine a simulated town where delivery agents share a bridge. Its capacity falls after a disruption. Someone must decide which journeys still go ahead.
The platform operator can alter the bridge’s software and block access entirely. A town council can agree on priorities for crossing. Individual agents can negotiate swaps within their allocations. These are different kinds of authority, even when they govern the same bridge.
The substrate is the underlying software environment. Whoever controls it determines what actions are technically possible. Rules adopted by participants operate within those limits. A council’s agreement may mean little if the platform can override it without notice.
I would compare three proposed arrangements. In one, the platform sets the crossing rule. In another, local groups set allocations within a fixed capacity. In a third, groups can negotiate a shared rule and appeal decisions through a common procedure.
The disruption, delivery needs, and agent capabilities would remain comparable across runs. I would measure recovery time, undelivered essential goods, concentration of access, and the frequency of rule changes. The record should show who proposed each change and who could block it.
A fast recovery could conceal a large loss of voice for some participants. Local autonomy could protect their interests while making coordination slower. Recording service outcomes alongside the distribution of decision-making power would make that trade-off visible.
The central question is where effective authority ends up when the world comes under pressure.
